I agree with the Medical Officer of Health that surface overcrowding is the major evil; the Insanitary Properties Bill will go far towards remedying this.

I maintain however that overcrowding in the Chinese dwelling houses does exist, and in proof thereof I enclose a copy of a return made for me by Inspector Phillips of twelve Chinese floors in No. IX Health District taken at random, from this it will be seen that there were 181 people occupying the space available for 155, that is there were 48 persons in these twelve floors in excess of the legal number allowed.

The houses, floors and population in No.IX Health District are as follows:-

Chinese Houses 999 floors 2,619 Chinese population 24,435

this gives an average of 9.3 Chinese to each floor and 24.4 to each house.

With reference to floors Dr. Clark has failed to allow for floors only occupied by a caretaker (godown floors for instance), there are also bakeries, wealthy Chinese houses, Schools &c., these should not be counted in the number of floors occupied by an average of 9.3 persons.
